Our
mission is to help community health centers and others implement the federal 340B
pharmaceutical program - to enable you to use the buying
power of 340B to generate revenues, reduce costs and
increase access to prescription medications for your
patients.

Health Solutions knows firsthand the issues you face in
developing a beneficial and sound 340B program. Several
years ago, our parent company, Hudson Headwaters Health
Network, began to pursue the 340B opportunity with two
goals in mind: to
increase the availability of affordable medicines and to create a new revenue stream. Both
goals would strengthen the Network’s broader mission of
providing high-quality health care.
In 2002, the Network
was granted authority as the nation’s first
Alternative Methods Demonstration Project to contract
with multiple community pharmacies. The Network then
reached agreements with several pharmacy vendors, and
began leveraging the ability to purchase drugs at
significantly reduced prices.
The 340B operational
procedures have been continuously fine-tuned, as the Network
has learned how to refine our business systems, work with vendors, and promote the program
to patients. Our powerful 340B Information Management
System, developed
in-house, enables the Network to track every pill and
every penny. It ensures appropriate execution of the
340B program and satisfies the rigorous auditing
requirements of the 340B regulations.
Today, the
Network’s 340B program generates significant revenue,
enabling Hudson Headwaters to provide discounts to its
sliding fee patients and to pursue other important
organizational goals.

Hudson Headwaters Health Solutions was formed to extend
the administrative services of the Network’s 340B
program to other FQHCs – to share our success. Health
Solutions can conduct all 340B “back office” functions
for health centers that choose to participate. We invite you to
take a close look at how you and your patients can
maximize the benefit of the 340B program.

Hudson Headwaters Health Solutions “partners” with
client health centers, empowering them to own and
operate their 340B programs. We offer consulting
services in two broad areas: Planning & Development,
and Implementation & Operations. Other consulting
services related to 340B are also available.

We begin with a site visit to evaluate your potential
for success with a 340B program. Our feasibility
analysis considers such factors as your payer mix,
potential pharmacy partner(s) (system
capabilities, consumer traffic and market share), your
staff capacity, and your
goals for 340B.
Based on what we learn
about your program goals and business operation, we project
your savings and/or revenue enhancements. We also
provide you with a detailed Business and
Implementation Plan that lays out how to move
your 340B process forward.
Additional services are available under separate
agreements, such as developing an
Alternative Methods Demonstration Project (the federal waiver
program) and marketing your 340B program.

The Implementation & Operations phase includes these

2. PROGRAM OPERATIONS
a. Inventory/Invoice Management
• Receive invoices from wholesaler
• Record drug purchases in system
• Compare prices charged to 340B prices
• Approve payment of invoices
• Forward payment to client finance department
b. Monthly Financial Reconciliation
• Integrate newly dispensed transactions data into system
• Integrate newly paid transaction data into system
• Compute transaction fee payable to PSP
• Retain non-paid transactions for future reconciliation
• Provide monthly financial reports
c. Program Management
• Issue monthly reports
• Manage audit process
• Manage OPA relationship
• Manage wholesaler relationship
• Manage pricing discrepancies issues

Consulting
services related to Planning & Development will be
detailed within a consulting agreement, at hourly rates
that follow Hudson Headwaters Health Solutions’
published fee schedule, with a 20% discount applied for
FQHCs.
Fees for the Implementation & Operations phase
are based upon the combined volume of all 340B programs
administered by Hudson Headwaters Health Solutions.
Fees
associated with audits of client programs are payable by
the client.
